take a police officer for example...when you drive over the speed limit, why do they sometimes let you off with a warning instead of a summon? by procedure, you should have been summoned (we are not talking about bribing the police)
everything going by the book will only work in theory or with robots
Got 2 cases by the different people here, documents accepted without translation and documents rejected without translation. I never say which one is the correct one, but it seems to be logical that only one of them is correct. They can't have 2 sets of procedure right? Regulatory bodies should follow the book written strictly so as to be fair to everyone. You won't want to be in a situation where your chance of getting something depends on unwritten procedure and individual's emotion/preference, not on merit. For your example, you drive over speed limit, fined. Another person, over speed limit, let go with warning. Assume both your speed are the same, only different people handling the case. Sure you won't want to live with this kind of situation right?
