This is just me...
I do not think you should expand so fast
Train longer...send spy to test quality when you are not around
Just because you are watching, they do it right is not going to be good for biz
If you wish for bigger market, delivery would be a better option, but make it like certain timing (say 9pm which area, 10pm which area something like that) and need to call in and order.
You do not have manpower for 1 order 1 delivery so gather and send out.
