Outstanding Balance is a debt, unless you want to have bad credit history, better you go settle your debt.
Nowadays, max cash rebate you can get from government agencies bills is 3%, and that's with conditions.

If your Assessment bill is less than RM1K semi-annually, it does not make sense to go get another credit card because after deducting RM50 GST you ain't getting much in cash back or maybe nothing.

If you have the Maybankard 2 Cards - the AMEX does earn you 5% cash back on weekends and many local council do accept AMEX. Check with yours.

for hlb wise 10%:
1) need to swipe >rm50 for min 10x in a month to qualify for the 10%
2) only 2 categories + mobile are eligible for the 10%
3) high annual fees starting second year (unwaivable - but some said can)

for uob one 5%:
1) max rm500 for petrol which is rm25 cash rebate
2) some categories are 2% and others 0.3%
3) need to swipe 60x to waive annual fee of rm68 for classic; need to swipe rm36k or rm60k to waive annual fee of rm168 for platinum (able to waive by calling the cs but depends on individual)

for mbb2cards 5% amex:
1) free for life on annual fees
2) weekends 5% on all category (provided if the merchant accept amex) + 5x points (equivalent to 2%)
3) weekdays earn 5x points (equivalent to 2%)
