i want to use credit card to buy a smartphone, most of the phone shop tell me they will charge 3% if i use credit card. Is this legal? If they charge my card already for 3%, can i ask bank to cancel the 3% only?

Hi, i want to ask about the card interest rate for new card member. I just take public bank credit card for few month and it charge me 18% interest rate per annum even though i didn't make any late payment before. When i call to ask PB customer service, they reply me that every their new card member is charge 18% interest rate per annum until their management review and do credit checking on the account, then only it will reduce to 15% interest rate per annum. I did not found any statement or clarification like this at their website or card product disclosure. Is this true and fair?
