level requirement?

Anyone can tell me is there a level requirement to advance in a primary profession?
I want to create another character that sole purpose is to craft raw materials for my main character. I have a character with Mining and Blacksmithing skill and another character with skinning and leatherworking skill. But some epic recipe call for materials crafted by other professions like Enchanting and Tailoring. Acquiring such a materials through AH can be very expensive. So i will create a secondary character that will have this skill, and my main characters will be the one who gather raw materials and then mail the raw materials to this crafting character. I will not level up this character. maybe keep it at level 10 only.
So is this possible?

If I recall correctly, there no level restriction on profession. You can learn up to 525 (MoP). Last time during cata, my twink pvp warrior lvl 30ish have 450 mining. 400-450 level up using smelting only.
