i play X on my 3ds and Y on my 3ds XL and I notice that somehow cannot get 3ds to have voice chat.. maybe need to configure to enable in settings?

Does anybody know if you can buy extra charizardnite X/y stones from the seller? my friend asking me if i can help him buy from my store.. but i don't know if you get one only from the seller (i chose bulbasaur from sycamore)
