guys, i googled around and found out that dratini is on route 21. anyone can confirm this ?

if not wrong only can obtain via dragon safari

Yes, it's in route 21, you need Good Rod for Dratini, and Super Rod for Dragonair

It seems there's a fluctuation in number of shiny Clawtizer and Dralgalge. Basically fish pokemons.. I guess the fishing streak shiny method is true

Well, it's kinda rare, it's a Dratini afterall. I used Good rod so many times also nothing. The moment I switched to Super rod I get a Dragonair, kinda lucky.

Took less than 10 streak for me to get a shiny dragalge

dragonite is better if you build it bulky with bold/calm though. Tanky with superb sp.A = win
