You need to apply for membership via our BEM and IEM and then follow their procedures for getting IR from them. Needs working experience but I am not too sure how many years.
If you are a UK graduate, then you can apply for your chartered engineering via their engineering institutes such as IEE or etc..

I am a full member of IEE. Is it important for me to register with BEM ?

That is up to you, if you attached with the IEE then you can aim for a charteredship. The period depends on your degree. If you graduated with a BEng then the process takes a little more before you can get your charteredship because apart from the standard 3 years relevant work experience you would require to take another course. If you graduated with an MEng then you would need 3 years work experience . Just follow their guidelines because your company needs to give in a full report about your work and job. If you want an IR then its best to apply it via BEM then later IEM, see their procedures and the proper steps.
