If its vibration, it could be balancing, the centre cone or uneven tire.
If it's noise, its simply bad tires. Some tires are noisy, some are quiet.

The PS3's are performance oriented, they are somewhat noisier. CPC2 are comfort tires, so they are much more quiet...
