this is very true....

unless they have mall and entertainment precincts....like theme park skating cinema dan macam macam...otherwise who in the right mind will pay toll and parking just to go in Alam Impian...

It depends on the spending power of local residents also.
Its always nicer if commercial can attract outsiders or nearby residents...
