sanc strongest hero is probably still ishuma, and could still be one of the top decks in the meta for now
best cards to have in a deck is not more than 60 (unless that 1 card additional really kills your deck, so 59)
if you are new, seals are easy to come by and when you bought that deck, i'm pretty sure that you will be able to get back your investment pretty soon, still that's -1.8k seals though, worth it only if you are new (maybe below level 20 and spent no real money in the game yet)
yeah and Hero maxout best is 7 or 6... alot ppl dont realize that too as it can affect your hero's card draws and his utilization of cards. And recommended to have 30 creatures, 20 spells/fortunes (can mix or just spells/fortunes alone, 10 spells + 10 fortunes is the best, not recommended to use above 3 fortune requirement cards). For my Arianna deck I totally discard Fortune due to her strong reliance on some powerful end game spells.

For example, I am using a standard Hero, which begins with 1 might,
1 magic and 2 destiny. The cards in my deck go as high as 4 might, 4 magic
and 3 destiny. So I need to raise might 3 times, magic 3 times and destiny
once. This is a total of 7 raises needed, so maxout=7.
My advice is to aim for a maxout of no more than 6 to begin with. If you go
beyond that, you will often find yourself too stretched in different
directions. You may well have to choose between using the higher level cards
of one sort, or the high level cards of another. This will leave a group of
cards redundant for possibly the whole of that duel, as you just won't have
the time to get the skills up before your opponent overwhelms you.
