Most of the quote in H&C are quite good. Thats why I love this slice of life anime.

Whats the reasons for a half-midget woman/girl in anime?

I could think of a few reasons;

Cute
Lolli
Innocent
" Important cast " ( eg; Tenma in SR )
To give morita more scene aka Bully

Its a question that could be answered right after you watch it.
