1. blueprint required
2. new ship type called attack/offensive high speed type CVL (rough translation)
3. on kai2 form, when enemy fleet contained surface ship, act like CV and prioritize attacking surface ship
4. when enemy fleet contained no surface ship (submarine), act like CVL and target submarine
5. of course suzuya CVL kai2 will be categorized into this new ship type
