Yep! u can reduce mp3 file size by reducing the bitrate. But the quality sure will be reduce 
Since your mp3 is 8/9mb, i think the bitrate is 196 or higher. u can reduce to 128, the file size should be around 4mb. For the quality, it sure will reduce a bit. But u won't notice any different. If u're audiophiles type, u sure notice a big different
