I might be wrong but I think it buffers when too many or too few people watching a particular channel. Not only TVB Jade but applies to all channels, e.g during the airing of Triumph in the Skies 2, it buffered a lot, sometimes the whole episode couldn't be watched. One thing good about CloudTv is the interface is in English. So for Non Chinese educated users, it is friendly.
My advice just download and try out the Premium package at USD4.99 for one month...judge it for yourself.
