A proper theme park cost rm300 million minimum. With money, almost anyone could build a theme park. However to attract enough visitors to be profitable is another story. Unless they sign up with a established brand, it will be a uphill battle for them.

Until both parties signed a legally binding agreement, mou doesn't mean anything.
