it happened to me as well when I manual scroll them up to check previous chat log, after that it just stucked there.
can be fixed by using scroll wheel scroll to the bottom then it fixed itself. (not working if moving the scroll bar)

I dunno why but everything feels weird after the 2.16 patch,
my ping has increased significantly
before it used to be around 160ms but now it's around 280ms
and my fps also drop, usually it's around 47fps now it's 20 - 36fps
