official update as in android 4.3?
custom rom usually have better support than other branded phone.
2 or 3 weeks after launch newest android, custom rom developer will release their update based on the newest android. unlike other big brand u need to wait 2 or 3 month for update. longer if mid range phone.

WCDMA version aka that one which uses Snapdragon 800 is for everyone

Note that China do have a WCDMA carrier as well
