Making a Transparents Background for Desktop Icons.

By default, Windows XP, can have a transparent background for desktop icons.

System Properties (Win+Pause) > Advanced > Performance > Settings > Visual Effects > enable Use drop shadows for icon labels on desktop

But, if you disable this you can change the text color and background. For this you need D Colour-XP. Install it, click on a monitor icon in system tray and you'll get this:
