If you want glass that is scratch-proof and tough, it has to be compressed and hard which makes it makes it vulnerable to impact damage (cracking).
If you want glass that can withstand impact, it has to be flexible but this makes it vulnerable to scratches in return.
You get one or the other. Both is impossible based on current technology. Most phone companies normally prefer to use scratch-proof glass because most idiot users like to put the phone in their pockets with their car keys. Unfortunately, some idiots are also dumb enough to drop their phones.
