During this billing period transitioning from 30GB to 4GB quota, your effective quota is pro-rated.

i.e. Effective quota = [(no. of days under 30GB quota)/30days * 30GB] + [(no. of days under 4GB quota)/30days * 4GB]

OK, try this:

Last billing cycle = 100% 30GB quota
This billing cycle = somewhere between 4GB and 30GB quota.
Next billing cycle = 100% 4GB quota.
