I cant donwload any app from the app store!, going crazy

Hi, so I just bought an ipad. And I did all the set up and stuff.
I created an apple ID, did everything. But this error keeps popping up!! " XXX could not be downloaded at this time." HOW?! |

it happens quite oftenly. i guess server is overloaded. Try some other hour/day.
