If I am not mistaken, singaporean paypal users should be able to withdraw the money from their local banks.

So you can transfer to them via paypal (thru credit card). But if your account is not verified (it takes few days to verify - until your dummy transaction ID appear in online banking) currently you can only transfer max of USD100.
