Allow me to clear out the misconception of this issue;

When you are using debit card for purchase, under normal circumstances the retailer will deduct the rounded amount from your account first before proceeding with the verification.

if you see the step of the procedure from the bottom,

1. GMG debit (withdraw) USD22.50 which is RM75.20 from your account (this is the estimated amount not the real amount)
2. GMG debit (withdraw) USD22.50 which now become RM74.xx from your account (this is the real amount GMG asking you to pay after they have verify the transaction with VISA/MC)
3. GMG credit (deposit) USD22.50 which is RM75.20 to your account (which is the initial amount you pay on no 1)

so practically they did not refund anything, they deduct money twice (first is estimated, second is the real) and deposit back the estimated to your account.

Nothing to be worry about.
