Because 3years ago, there is new term in property FTTH, mean fiber to the home. all development should complete fiber optic infrastructure in order to use TM service.that's the story.
but likes urs mentioned, some developer not willing to pay the money to TM, hence the whole infrastructure will be support by other telco provider.
So, estimate since last year and 2014 estimated completed project will face this problem.
