the belkin surge protector does protect your telephone line, look at the bottom left handside where you plug in the telephone line input and output to your dsl modem

maybe ur belkin surge protector not working as intended?, you can filed a homeowners claim & warranty claim for your pc and the surge protector up to RM25,000 connected equipment warranty
