The cool down reduction is actually good for C4 dog build.

Players can now drop Homunculus.
Meaning players can use Uhkapian Serpent mojo for C4 dog build.
C4 dog is going to deliver insane damage again.

Currently, with Beacon of YTar passive, cool down for Serenity is 16 seconds, in which, 4 seconds we are invulnerable. So, just need to tank 12 seconds.

With 50% cool down reduction from Diamond. Serenity cool down is just 6 seconds, with 4 sec invulnerability. Correct, only need to tank 2 seconds.

Then comes the Cool down reduction in Paragon 2.0. 0.2% every point, up to 50 points. So, total = 10% (http://diablo.incgamers.com/wp-content/uploads/2013/08/Hp04p6d.jpg)

Then, there is JawBreaker than has cool down reduction 4% (http://diablo3.judgehype.com/screenshots/gamescom2013/conference/28.jpg)

Total cool down reduction = 20+50+10+4=84%.

Serenity time out = 20 sec * 16% = 3.2 seconds. With 4 seconds invulnerability, So, ya, Serenity will become available before your Serenity finish.

With that calculation, 50% with Monkey Diamond does not make sense... take the 11% shown in the screen shot (flawed diamond) = 11%

Total cool down reduction = 20+11+10+4=7445%.
Serenity time out = 20 sec * 55% = 11 seconds.

With 4 seconds invulnerability, just need to tank 7 seconds.

Cool down reduction build for monk = win!
