assuming i have 5 toons to play but the release of Expansion, if i just play 1 toon all the way, that means my other toons could benefit from just playing 1 toon?

Nope, its not because of self found.

It's because they need to entice people to play the console version. If the quality is 'nearly' the same as PC the fun is not there. So they need to do something to entice more users to play the console platform to ensure sustainability and longevity of the console version. They are up against the likes of other RPGS out there.

After all, from what we can gather, Blizzard already some secure the hype about Reapers of Souls

Basically, its all about business profit margin and expansion needs quite a big space to be installed as well hence they repackaged it some sort like a 'new game'.

Actually the cap in CC% and AS% are not that bad though. It's just from items. Basically, it want us to increase the AS, CC and CD ourselves through paragorn.
