Ok, think I can help you, not much though.

Go to your local town council and apply for license and ask for further information. For example; I am from Klang and to apply license, we go to Majlis Perbandaran Klang (MPK). Tell them how many lots you need. If I'm not mistaken it's RM80 per lot.

One lot is enough if your stall is small but however if it's big like those sell biscuits stall - then you need 2 - 3 lots. I cant tell you if my information is 100% accurate but this is what I remember from what my friend's dad told me last time.
