Engineers come and go since 1985. No dept is shut down due to this alone, new dept prop up ada la.

Its good if there's movement, especially those lazy, complacent people spent years in there but dont even know which part is called fender and how long wheelbase of new model is.

However, honestly , a lot of good engineers left too because of better prospect elsewhere.
