i am now using the 700ccX28 tyre, is that possible to just change the tyre to 700x23 without changing the rim?

no issue lar... 23mm and 28mm usually can run on the same rim which is about 19-21mm internal width...

if you run cyclocross 32mm... then, there might be a doubt...
