Wow.. got level 5 and below as Buggy say as even Ace is level 5 only. Maybe Luffy sot sot like normal challenge ppl at level 5 and below and train new skill. Called the Haki of Gear 2. lolx. Like Super Saiyan power. ahha.. Then i really ROFL reading luffy fight. But he totally owning the guard in prison and even Buggy got suprise. ^^

i guess, if there is level 6, it should be occupy by sichibukai level / pirate captain's level / rebellion (bounty > 500 million belli) example : silver rayleigh or monkey d dragon...and level 7 should be the last...
