Stock ROM is only 1 row. You need a custom ROM with the 23-toggles mod or something. Or root your ROM and install Simplistic framework (I can't recall since I don't do it).

If you do not wish to root, install Notification Togglss by j4velin and add whatever you want on 2 rows.

You cannot unless using mods which most likely need root.
Better wait for 4.2 updates as it will give you that 2 rows view option.

4.2... heh heh... sorry, but rumours is we're not getting that and might go to 4.3, right?
