Software to deny access to certain programs

Hi,
Is there any software to deny access to certain programs? (like games and msn messenger) Something that will password protect or only allow certain users to use the program. It would be ideal if it can also lock certain files and stop other users from changing the computer settings. |

yap got one!!! currently I used to protect:
-IE -Outlook Express -Window Explorer -My computer -All drives All need password when want 2 open it... |
