reason for me seeking the answers from u guys is that i have heard so many woeful stories about PTDs... for the sake of sharing and i stress it here agaian... SHARING not FLAMING... here is one of them...

I have a very good contact with one of the top brass in one Ministry. He's a PTD... And he's very good at it i might say... So that will explain his TKSU post nowadays... I had a friendly chat with him some time ago and i did ask him bout his illustrious career; how it started, the various post it held etc... To my surprise, he was on the JPA PTD exam panel... and he came up with the questions for the PTD exams. And so i asked him bout the standards. To my understandings; the standard must be high. We're talking about producing top government management individuals... Top civil servants, policymakers and so forth... And his answer is yes.. the standard is high BUT... a big BUT there...

PTD nowadays is not like the old days... The standards are high but the applicant are not really top notch like it used to be... Sometimes the panel hv to lower down the standards to have some decent candidates coming through.... And he said there are also cliques in the PTD top brass... Once it was controlled by a 'prominent boarding school' guys... And once there were a 'state-oriented' cliques... And bcoz of this... according to this TKSU, some of the candidates were underqualified. During his time in one Ministry, he requested for a new officer 3 times. The officers he had back then can't even come-up with a decent paperwork. He also commented on JPA's current stand in more quantity than quality as a stumbling block. And this stand also explains the various 'my bapak nenek is somebody bla2' scenario...

i am not a PTD... am not so privileged enough... hehehe... but i do deal with the various ministries from time to time.... that 'not top notch' opinion is not mine... it's from the TKSU... one of your own... but i guess it only applies to all those who joined the service through the bapak nenek line...
