Rather take the 770 amp or 770 jet stream over anything else if value to performance is what people are looking for.

Simple, clock for clock, definitely the 2GB version is faster due to the much higher clock speed. The 4GB version is actually running at the default clock speed. Personally I would recommend going with the 2GB version, as I feel the extra 2GB is not entirely necessary. You will likely run out of GPU processing power long before you hit the VRAM wall.

What resolution is your 27" monitor? 2GB on the 770 is good enough even for up to 1440p. But you may also consider AMD's R9 280X which costs slightly cheaper and its GPU architecture and larger memory bandwidth makes slightly faster than GTX 770 on 1440p above.

If those news (or rumor) hold true, it is likely very possible to have a cut-down GK104 based new mid-range card.

Normally, online games don't require so much graphical power, but I have no idea for Age of Wushu. I suggest you get other cards rather than wait for this GTX750Ti/760SE, which is yet to have any firm launch date.

only GTX660 non-Ti is 140-150W

More importantly, what is your budget for this "140W card"? 140 or 170W, the actual power consumption of the card will affect you very little only.
