As long as it's not purchase from the online razerzone store then it's all good. If not you have to pay extra shipping to Razer in Singapore to get it RMA.

If you get it locally here from any store, just get the store to RMA if it's within the warranty period or you can try contact Ban Leong as they are the distributor for Razer to RMA it for you.

Usually RMA period would take 2weeks-3weeks or less depending on what item and type of issues.
