i like the humour you're trying to pull off in the rules but the text might want to be contrasted a lil more. as for the hidden address twirling behind the logo, why do you need it if it's not meant for reading..?

you might want to consider spacing the fonts out a lil more in the main navigation because the grunge is affecting the reading eligibility. i'm wondering if the 'Desserts Back to School is a button' or just a decorative element.

overall, it's a good try and effort of trying to make a place for students to hangout.
