1) SEA server is less populated than the other countries yes but it won't take 15-30 minutes lol. 2-3 minutes for me when I search for 1v1. Team games may take longer but not 10-15 minutes lol. You may expect to fight the same opponent a few times (depends on the time you're playing) 1) SEA server is dead? in what way? Find game will take 15-30 minutes?

2) I am also using UNIFI 5MBPS (5-5) I don't think the max bandwidth you use is the issue. The Ping is not related directly to that as it is physical time latency not the amount of data you can transfer. SEA Server should be fine. Korea and NA feels delayish for me but others say it isn't.
3) Hacks will happen in every game. However hacks in this game are relatively beatable until you meet someone of equal skill level. Sheer macro can outright win games against opponents.
4) If you buy directly (Box version), it shouldn't be a problem. I never faced such issue myself. You can also download the client ahead in advance using the Starter Edition (Client is the same, only account limitations).
