Not all heroes have hard counter, as in another hero to counter them. But all heroes can be countered by the right combo/play style and items.

Mostly you have to play a lot, watch a lot of pro games and then eventually you'll know yourself.

For PL - Gyro, PA, AM, Kunkka - all with natural cleave, or natural Battlefury carriers can deal with PL.
