You cannot import safety helmets without an import license:

Chips Yap once posted that he tried to import in a Motorbike Full Face Helmet. Customs held up his item and said that he needs the Import License and to get the Import License he first needs a SIRIM Certification. So, off he goes to SIRIM.http://www.customs.gov.my/index.php/en/com...ent/article/243
At SIRIM he tells the Officer that he wants to import in the said Helmet which is a very popular Helmet in Germany which has been certified by the German bodies, etc. SIRIM was offended and said that MY have our own standards and SIRIM must make sure its safe. So, for SIRIM to certify, extensive Test must be conducted. So, SIRIM requires at least 100 UNITS (SATU RATUS BIJI) to be tested.
But Chips Yap says, HELLO, I am only buying 1-unit for myself and this model is certified by German Bodies and can be used in whole of Europe, etc. Once again, SIRIM says, MY has our own stringent standards. So, he had to return the Helmet back to the Distributor.
But this was many years back. The procedures could have changed.
