I want to give my take on this ruling as I have bought a few items from the US and shipped via FedEx & UPS for the past couple of weeks.
If the seller correctly puts in the shipment amount/value in the tax invoice / shipping document, the customs and FedEx/DHL broker will take this value instead of the Kos Tambang Dagangan.
e.g.
BlackRapid Sport - bought for USD74, FedEx shipment cost USD30 - around RM400 in total - I was not taxed for this shipment
Spigen Cases - in total around USD100, DHL shipment cost USD30 - around RM470 in total - I was not taxed for this shipment
GoPro Smart Remote - bought for USD80, FedEx shipment cost USD30 - around RM420 - I was taxed for this shipment! Why? Because the seller only declared the value for the GoPro Smart Remote, and not the shipping value. Ultimately they calculated RM300 for the Smart Remote and RM300++ for the shipping value
So please put a note for the seller to also declare the shipping cost/value, if not, customs would use the "kos tambang dagangan" schedule that they have, to calculate the tax.
