yes u can change the multiplier with newer Pentium 4 that features EIST. mobo like ASUS P5WD2 have a feature called "ASUS CPU lock free" which enable you to manipulate the EIST feature of the processor and allow you to adjust the multiplier to 14.

but to unlock a Pentium 4 proc is impossible....so stop asking.
