Yup, but use spray can to fully paint that consume alot of money, unless u r using spray can for top coat.
hand paint can only apply in small portion like touchup. To make the hand paint look well, u must need to apply alot of leveling thinner, hence it can only apply for GK/ PVC instead of plastic kits.

If I use spray can (don't have air brush), is it hard to do? I'm thinking of just spray the blue colored runner with white before assemble, to save time.

cannot direct spray white color into blue, it will look abit blue in the white. U need to paint silver 1st before apply white...& after u cut the piece from runner, u may need to trim or sand it...leaving a Dark Hole there.

or can just use... grey/black as primer...
