Can i request CS to change the statement date after approval?

Coz i know some bank statement date is fixed. cannot change.

But until today the first installment amount still not in my outstanding balance.

Today i noticed i kena charged annual fee for shell card. I called CS to waive it coz i have more than 24 transactions within a year. Why still charged me?

CS say will write report to waive it on my next statement and ask me to pay it first to avoid interest charge.

Is this normal?

I got this card on June 2024.

I checked my last 12 months statement.

June 2024 to June 2025.

I hav more than 24 transactions.
