After 9 o'clock Tokyo station will be closed. What nice place to visit after 9 o'clock near Tokyo station? because using public transport as what RegentCid said 11.30pm will be last train. Not much choice to choose.

At Hiroshima Station take JR Sanyo Main Line at Platform 1 to Miyajimaguchi Station. Then take Ferry to Miyajima island

Earthquake in Japan is so common and even earthquake as strong as 6.3 as what I experienced last year.. Non of the Tokyo folks running out from the buildings and none of the buidings in Tokyo suffered serious damages even at this scales.
