First and foremost, craft a better hellring. Try get a trifecta hellring.
Secondly, if I were you, I'd change that Vile Ward. Go craft a better shoulder
Thirdly, try craft amulet.
So, these 3 options are "cheap" solutions. You don't need to spend billions of gold and you may get kick ass gears if you are lucky.

Next, you need some gold for upgrade.
3 gears must go.
The chest armor, try replace it with IK chest (if you want set bonus with the IK belt) or craft your own chest armor.
The pants, get inna's pants.
The boots, get Ice Climbers.

Next, if you have more gold to spend,
Upgrade your helm, replace it with Mempo with CC%
Upgrade your skorn, replace it with higher damage + CD + LS.
Optional, if you get skorn with LS, you can replace your IK belt with TWH.

Good luck upgrading.

Both skorn and DW are fine.
Skorn is generally cheaper than 2 x 1H weapon. You need to stack more IAS gears if you want to use skorn.

Either way, skorn or DW, get some LS on your weapon (one of the 2 if you DW).
This is to free the LS from your mighty belt so that you can use belt like TWH that gives you more DPS.
