breakpoints are always based on attack speed, not cooldown. D3 still runs on the same engine, so the WW breakpoints are still the same, 2.5-2.86-3.33.. these old numbers are still functioning as they are for WW. Same for DD and COTA, just different numbers.

any single target skills you guys recommended?

unfortunately barb still lacks good single target skills.. i will say cota if you want one, and mirinae for extra std.
