Google has no control of the price Asus sets locally. So because of that, the Nexus 7 isn't a budget tablet like what the Americans perceive it to be. For our local market, budget tablets are cheap, like those Allwinner A13 tablets. I think Nexus 7 was sold at RM700 too in Msia, not by Asus Malaysia, but by Newegg. There's not much price different with US and Msia. Direct conversion is quite true one.

But Mini One is more like alternative to Ipad Mini in Android form. Sadly i don't travel as frequent to China as i used to else I would have bought it myself in China for less than RM500. Not sure but u guys but 7 inch screen size just seems bit odd else i would have settled for Asus Fonepad

What if I tell him to declare it for himself personal usage?

Standby mode - 100% no deduction 3.5 hours of continuous online streaming / gaming with wifi on - 90% down
I am not impressed by this.

brightness is at about 50%, i've tried to delete all the standard chinese apps that come with it. (Just in case it is active in the background)
Let see how long the 4th charge last.
