i prefer the left pic (almost stock looks and stealthy), but in reality the right pic is the betterchoice
1-more flexible in tweeter positioning,angle
2-on axis high fr
3-with tweeters placed further fwd, it minimizes pathlength difference/offset

IMHO, if you are running active, the best will be to place your tweeters at the pillars to increase stage height.
As for soundstaging, my experiece would be to angle the right tweeter towards the left wing mirror and the left tweeter towards the driver.
Then tune the mids' lowpass and the tweeters' high pass to eliminate/reduce the void at the center of the dash. If possible, try to source tweeters which can go low to 1500 hz.
This is just my 2 sens' worth.

And yes, I forgot, mount the tweeters higher than the meter cluster(the hump) to avoid sound reflections caused by the hump.

yes, one example is the Seas Prestige Line.
So far I can remember, my Seas S27F can go down to 1,700 hz.

there's no absolute answer for any kind of tweeter locations, but rather than preferred locations.

if there's an absolute answer, it will be "where the system sound best"

different install and different type of speaker and tuning will yield diff result in locations. So the only way is to try and listen.
